During the meeting of the Standing Committee on Plants, Animals, Food and Feed (SCoPAFF) of 13 December 2016, the Commission proposal to authorise the use of insect protein in aquaculture feed was approved.

This is a good development. However, much more could be done concerning the recycling and use of processed animal proteins for the production of animal feed. Regarding the answer to parliamentary Question E‐015066/2015 the Commission informed that the European Union Reference Laboratory for Animal Proteins was working on the validation of control methods to be able to identify poultry and pig PAP in feed.

In its answer the Commission said that the outcome of this validation study would not be expected before mid-2016. — Does the Commission currently have a clearer idea of when the outcome of this validation study is expected and, if so, can it give a more precise estimation of when the results will be available? The Commission is reported in the media as having defended the decision on the grounds that this is not cannibalism of the kind that was implicated in the BSE outbreak of the 1990s. Although transmission of disease from pigs or chicken to fish may appear unlikely, the view of the UK Food Standards Authority is that although in principle the risk would be negligible, it would be difficult to ensure that it was solely chicken and pig products which went into fish feed, as in practice controls are lacking. Could the Commission also indicate which subcommittee of the European Food Safety Authority took the decision to recommend the change?
