Final rule. The Food and Drug Administration (FDA, the Agency, we) is issuing a final rule that establishes procedures by which we may establish, amend, or revoke tolerances for residues of new animal drugs in any edible portion of any animal imported into the United States (import tolerances). These import tolerances provide a basis for the legal marketing of such animal-derived food. This rule is effective January 19, 2022. Evidence-based veterinary medicine has evolved from principles of evidence-based medicine developed in the human healthcare literature. Within this approach, scientific evidence is derived from the results of research studies. However, clinical trials may differ in their inclusion criteria and recruitment, and trials are conducted on a sample of the target population; therefore, the results of a single study represent a random result from a distribution of possible trial results (3, 4). Evidence synthesis refers to the combination of results from multiple sources. The study applied a multidisciplinary participatory approach in an expert workshop exercise within the FP7 EU IMPRO project. Prior to this study, a literature review was elaborated on research in the field of phytotherapy as applied to farm animals, cooperation between research bodies and initiatives to reduce the use of antibiotics by using phytotherapeutic remedies. This is an exciting time for the FVM Program. The congressionally-mandated modernization of the FDA’s regulatory framework for preventing foodborne illness is one of the most challenging initiatives in FDA’s history and will have significant public health and economic benefits. We also have many opportunities to promote and facilitate healthy food choices for the population and enhance the health of animals.

The FVM Program[2] is responsible for a wide range of activities to meet these challenges. Specifically, the agency has issued a guidance for industry, entitled “Judicious Use of Medically Important Antimicrobials in Food Producing Animals,” which establishes the framework for phasing out production uses of antimicrobials important in treating humans, and phasing in veterinary oversight of the remaining therapeutic uses of such drugs. FDA also issued a draft guidance that will assist drug companies seeking to voluntarily revise product labels to remove production uses and to voluntarily change the marketing status of these medically important antimicrobials to include veterinary oversight or supervision.
