Most game artist creates hair for their game characters by building mesh planes and properly organised them on the head or any particular parts of the body.

From the mesh planes, they apply hair texture with alpha. For my case, I am not creating a game character but rather more realistic hair by using Maya Hair System. However, I will try to apply the game hair creation technique by using mesh planes as my base and the shape of the hair. From there, I will convert them to Maya hair which I find them easier and systematic.
