General Information September 2009 Reporting Requirements Guidance The Department of Commerce has released specific guidance on estimating jobs for the Section 1512 recipient reporting requirements. The Request for Quotation states: To obtain Contractor provided services to conduct a study of the impact the Broadband Technology Opportunities Program (BTOP) grant awards are having on broadband availability, adoption, and on economic and social conditions in areas served by the grantees. Such assessment should take into account a number of key factors such as the nature of the funded activity, existing conditions in the service area, as well as other distinctive characteristics relating to each award. These resources provide the guidance, templates, references, and other information necessary to comply with quarterly and annual Federal reporting requirements. American Recovery and Reinvestment Act (ARRA) Reporting ARRA is the source of BTOP funds and places specific reporting requirements on all BTOP award recipients. ARRA requires each recipient to submit reports no later than 10 days after the end of each calendar quarter. Financial Reporting BTOP awards are subject to financial reporting on a quarterly basis and each recipient must submit the Office of Management and Budget’s (OMB) Standard Form 425 Federal Financial Report (SF-425 FFR).

Performance Progress Reporting The recipient is obligated to submit quarterly and annual Performance Progress Reports (PPR) to BTOP via the PAM System. The recipient will use the following narrative reporting form for its first quarterly PPR: PAM website. House Saves Broadband Funding. As previously reported two separate attempts have been made to repurpose $600 million from the BTOP and BIP programs for other purposes.
