Amongst numerous commitments, the Conference called upon governments to develop national strategies for sustainable development, incorporating policy measures outlined in the Rio Declaration and Agenda 21. Despite the efforts of many governments around the world to implement such strategies as well as international cooperation to support national governments, there are continuing concerns over global economic and environmental developments in many countries. Les événements qui viennent d'être évoqués ont confirmé que les questions d'environnement ont un caractère systémique et que pour les résoudre il faut des stratégies à long terme, une action cohérente et la participation de tous les pays et de tous les groupes sociaux.
C'est bien le message de la Stratégie mondiale de la conservation, l'un des très importants documents qui ont servi à redéfinir l'écologie après la Conférence de Stockholm. Lancée en 1980 par l'UICN, la Stratégie constatait que les problèmes de l'environnement ne pouvaient être résolus que par un effort à long terme et par la conciliation active des objectifs de l'environnement et du développement. La Stratégie mondiale de la conservation envisageait que les gouvernements des différentes régions du monde entreprendraient leur propre stratégie nationale de conservation, répondant ainsi à l'un des objectifs définis à Stockholm, à savoir intégrer l'environnement dans la planification du développement.
