In fact, the Community College Survey of Student Engagement (CCSSE) found that community and technical colleges account for almost half of all minority students in higher education, even though these colleges make up only a third of higher education institutions. One core institutional area that has received increasing public scrutiny within the community college sector has been the issue of student success.

Student success being defined within the context of Astin’s {1982} philosophy of facilitating students persisting towards meeting their own goals. In today’s constantly evolving society, post-secondary education has become more of an important link and a measuring tool in assessing the nation’s capacity in sustaining its economic viability. It is a reality that is further accentuated with recent labor market projections that speak to having a higher percentage of the workforce being credentialed and trained beyond a high school diploma. One of these challenges is the issue of completion rates. According to Complete College America, less than 30% of students who enroll full-time complete an associate degree within three years. These numbers are even higher for minority and low income students. And without sufficient incentives and support, many community colleges face problems with student retention. Because of these uncontrollable factors, community colleges across the country have begun developing strategic plans on how to help students meet their desired learning goals.
