The school improvement planning framework (SIPF) is a suite of tools and techniques designed to help schools take their planning, strategic thinking and implementation to the next level.

This approach to school improvement planning aims to raise standards of attainment and promote pupil well-being. More than 200 schools were directly involved in developing this approach to school improvement planning. Drawing on the TDA's experience in supporting schools to manage change and the expertise of the National College in leadership development, the framework has been refined and improved by incorporating the learning of many of the thousands of schools already using it. The school improvement planning framework sets out a planning process in three stages: prepare and engage; identify objectives, and; ensure successful outcomes. Schools are more able to deliver the best outcomes for their pupils if they integrate their financial planning with their wider planning and decision making process. It is the people who work in schools who make the biggest contribution to children’s experience and what they can achieve. Schools will want to preserve as much of their funding as possible for investment in their workforce, but also to ensure that they are deploying and developing people in ways which offer most value.

This section provides schools with tools to support their strategic financial management, consider the way their workforce is deployed and ensure this best meets the needs of the school. Those schools that demonstrate good efficiency ensure that financial decisions are always made in the context of their development plans, and equally that their development plans are costed.
