World Journal of Engineering and Technology, 3, pp. 129-139, doi:10.4236/wjet.2015.33C020: This paper reviews Australian and international events which have led to inquiries that have resulted in criticisms of the emergency and disaster response, as well as introducing the organisational capability and resilience of organisations particularly in the context of climate change. During past decades, frameworks relating to emergency and disaster management have been based on a risk management approach to prevention/mitigation and preparedness coupled with a strong emphasis on response by police and emergency service organisations.

Activities pioneered by ADPC in Thailand have covered a wide range of community issues including community preparedness for response, school safety, disaster ready health facilities and private sector engagement. This publication considers how the programs helped to empower community members to improve their resilience to disasters as well as examining the lessons learned to inform future efforts for strengthening community resilience in Thailand.

As resilience programming gains more and more prominence as an approach for addressing chronic vulnerability of populations exposed to recurrent shocks and stressors, empirical evidence will be needed for measuring how well households, communities, and systems manage shocks and stressors and how interventions and programmes that are designed to strengthen these capacities, perform. However, despite progress on the conceptual side, academics, practitioners and donors are still struggling with pragmatic issues - in particular, how to measure, and monitor and evaluate resilience interventions.
