Recommendations for improving literacy among adolescents include using data to diagnose student needs and providing intensive interventions for struggling learners (Alliance for Excellent Education, NGA Center for Best Practices, National Association of Secondary School Principals, & National Association of State Boards of Education, 2005). The Response-to-Intervention (RtI) framework systematically uses assessment data to efficiently allocate resources in order to enhance learning for all students through multi-tiered systems of support (Burns & VanDerHeyden, 2006).
