Resilience has many meanings LONDON, 15 October 2012 (IRIN) - Ten years ago, resilience was little spoken of within the aid community; now the word is everywhere.

Donors are demanding it, NGOs are mainstreaming it, and publications are promoting it. Policy makers - from climatologists to social theorists - see in resilience a more holistic and lasting solution to the world’s problems. But academics at two of Britain’s leading development institutions, the Overseas Development Institute (ODI) and the Institute of Development Studies (IDS), are taking a cooler look at the concept and challenging the notion that resilience is always the most appropriate approach to aid. One issue that concerns them is the shifting nature of the word itself. Christophe Béné, a research fellow at IDS working on vulnerability and poverty reduction, said at a recent IDS seminar that the meaning has rapidly evolved and expanded.

Photograph: Etienne Ansotte/EU The EU's emergency and development arms are to work together more closely to reduce the vulnerability of the poorest households to shocks from conflict, drought and other crises, and to tackle the underlying causes of food insecurity in regions such as the Sahel and the Horn of Africa.

EU officials said the approach, outlined in a new policy document, was designed to build resilience in communities to withstand the impact of future crises and disasters – and save money in the long-run at a time of growing pressure on aid budgets. "Unexpected natural catastrophes, food crisis or economic shocks can seriously undermine the results of our work in developing countries," said Andris Piebalgs, the EU commissioner for development.

"There are more frequent and more severe shocks for communities to handle," said the EU. AGIR: Resilience in the Sahel. This figure includes 1 million children who are exposed to severe malnutrition. This food crisis will peak in the coming weeks and many risk death if they do not receive humanitarian assistance. It was against this backdrop that the European Commission convened a high level meeting on 18 June, aiming to address the emergency in the short-term and to establish a new partnership to strengthen the resilience of the Sahel to future crises over the long-term.
