It had been recognized for perhaps a decade that Belief Propagation in Probabilistic Graphical Models (PGMs) could theoretically be used to represent Multi-Target Tracking (MTT) and distributed data fusion problems.
In 2010, several important results were published suggesting that the theoretical possibilities might finally be realized. In 2011 the Advanced Technologies team began work on a proof-of-principle tracking system based on PGMs. Within 2 months we had a working prototype that handled several classically difficult fusion problems (crossing problems, time late data, and statistical ambiguity) without resorting to special cases.
The PGM has direct relevance to Big Data, as the PGM is inherently distributed and Belief Propagation is inherently asynchronous. PGMs can scale to billions of vertices over hundreds of processors, and unlike other Big Data infrastructures, do not employ a Bulk Synchronous, distributed divide-and-conquer approach.
