At first I wanted to erase the Roman name and convert all Roman territory into a Gothic Empire: I longed for Romania to become Gothia, and Athaulf to be what Caesar Augustus had been. But long experience has taught me that the ungoverned wildness of the Goths will never submit to laws, and that without law, a state is not a state. Therefore I have more prudently chosen the different glory of reviving the Roman name with Gothic vigour, and I hope to be acknowledged by posterity as the initiator of a Roman restoration, since it is impossible for me to alter the character of this Empire. The Germans only gradually exchanged their restless nomad existence (in the Slavonic tongue they are still called the Nemez, from ne mesa, without a boundary) for perma­nent habitations. The Suevi, with their division into a hun­dred Gauen or districts, were also comprehended in this change, and notwithstanding their subsequent migrations, this mode of division was retained; and even after their adoption of the Alemannic mode of subdividing the land into Allods {allodium), or private freehold estates, a con­siderable tract of common land (almanden) always re­mained for the benefit of the community. These tracts are at the present day frequent in Swabia, where they are in general used as sheep-runs. Meres were common to aU the German tribes, and their origin is intimately connected with their free and military institutions.
