The statement came in response to a public petition on the graduated response provisions currently written into the Digital Economy bill being debated in Parliament. The bill would, for the first time, force UK ISPs to forward warning letters to P2P users and eventually take "technical measures" against them.

After a public outcry, the government announced that it would reconsider the open-ended provision ; the House of Lords eventually killed it entirely. However, that hasn't meant that the bill was free of controversial provisions. For example, a three-strikes approach to continued piracy remained in place , although the approach preferred by the UK isn't as draconian as the French approach to cutting the Internet connections of pirates.
