Qualfied Moving Expenses and Payroll

In the case of some fringe benefits that are offered to or given to employees, certain benefits can be excluded from an employee’s income because the expenses would normally be deductible on an individual’s personal income tax return. A moving or relocation expense is one such benefit. An individual who relocates because of a change in employment may attach a Form 3903 to his annual Form 1040 to deduct certain qualified moving expenses. And employers may either pay or reimburse an employee’s moving expenses without taxing the payments if the expenses would otherwise have been deductible using Form 3903.Employers who pay for the relocation expenses of an employee have the freedom to pay for whatever expenses they wish, but only those expenses that qualify as deductible can be excluded from the employee’s income. A Comparison of State Withholdings
When you receive your paycheck, do you ever look at the state income tax withholding and think about relocating? I think all of us, unless we're lucky enough to live in a state with no income tax (AK, FL, NV, NH, SD, TN, TX, WA, WY) do that at one time or another. But where do we go?We decided to do a quick state income tax comparison by calculating annual withholding amounts for two "typical" employees. We realize that by comparing withholding amounts, rather than actual, calculated income tax liabilities, we are only estimating ranking among states but thought the resulting approximation would provide us some food for thought in our relocation consideration. by Mar 23

Congress decided to mandate new-hire reporting nationwide in its effort to reform the welfare system. As of 10-1-97, new-hire reporting is mandatory in every state. What Are and Why Paycards?
Paycards are bank debit cards that are linked directly to payroll deposits. These specialized debit cards can be restricted or enhanced, depending on the vendor. Paycards fall into three basic classes. First, there are branded paycards – Visa / MasterCard. These paycards are issued by Visa / MasterCard partner banks. Each bank has their own process and fee schedule. These paycards are also called “signature” cards because they can be used without a PIN. Second, there are vendor branded bank account paycards. These paycards are issued under specific vendor logos. Each paycard is a true FDIC insured bank account that has restrictions, such as no personal checks. The paycard processes are established by the vendor as are the fees. All transactions are PIN verified. Third, there are vendor branded, stored value paycards.
