Like I said drupal has really gotten better and look forward to seeing what they'll do with OO and composer. Laravel 4 is still relatively new and most of the L3 bundles have been ported or replaced by something that works in L4. The early gold rush of new packages has slowed down to about 2-3 a week now. As for feature scalability, drupal is awesome but you're really stuck with a point and click module installer. Developing something new and you're into digging into the actual application to make sure you're doing it right. So, if you're motivated enough Laravel, yii, symfony, cake, zend etc ... can be much more than drupal/wp. Back closer to the topic:composer allows you load packages.
