Can humanitarian and private sector collaboration help better prepare for future crises? | Program on Humanitarian Policy and Conflict Research. Too few inspectors to ensure disaster-ready buildings in PH. With too few building officials and too many building permits to process, substandard buildings get approved READY FOR CALAMITY?

Many buildings, including government buildings, did not survive Typhoon Yolanda's battering winds and the storm surges it caused. Photo by Andrew Robles MANILA, Philippines – The biggest problem faced by the government in ensuring all buildings in the country will survive calamities is the lack of well-trained public officials to do assessments. The challenge surfaced during a February 18 Senate hearing on strengthened implementation of the National Building Code of the Philippines in light of the natural disasters that ravaged the country last year. Typhoon Yolanda (Haiyan) brought even concrete buildings to the ground with its freak winds and storm surges. The local government official responsible for making sure buildings follow all building standards imposed by the government is the building official. Too much work, too few people. Office of the President. President Benigno Aquino III on Thursday ordered the Cabinet to draw up a comprehensive disaster preparedness plan in time for the rainy season in June. Following a Cabinet meeting in Malacañang, the President wants the road map formally adopted for implementation before the onset of the rainy season in June. The plan may include advisory systems for storm surges and floods to better warn residents about the dangers from a cyclone, which were presented at Thursday’s meeting.

Priority areas of focus include highly vulnerable high-population areas such as Metro Manila; and how to restart the economy after a major disaster. Making up the Cabinet task group are the secretaries of the Department of National Defense, Department of Interior and Local Government, Department of Science and Technology, Department of Public Works and Highways, Department of Environment and Natural Resources, National Climate Change Commission, and the Department of Trade and Industry.
