Free Roam Pack is not only a good idea, but pretty necessary, and I've really spent quite a bit of time thinking about it while playing. The very biggest problem is really the constant radar on non-posse players. If you get constantly, repeatedly killed by a posse then it's not really fun that escape is completely impossible.
