The City of Cape Town’s new Liquor By-Law, which regulates alcohol trading hours, will officially come into effect at midnight on 31 December 2010. This means that for the first time, bars and clubs in business areas will have to close by 02:00 as from January 1, 2011. Watering holes in or close to residential areas will also have to abide by the new legislation and close by 23:00. Councillor Taki Amira, Chairperson of the Liquor Policy Task Team, will provide background and answer questions on the new liquor legislation during a media briefing on Tuesday 28 December 2010. The new municipal legislation is guided by the amended Western Cape Liquor Act of 2009, which was passed earlier this month. The City’s by-law follows the same trading hours as those prescribed in the Bill.

It said on Friday that the new rule, in the form of an amendment to an existing by-law, resulted from a suggestion by a member of the public. The amendment laid down that before transfer of a property, a home seller had to submit a certificate from an accredited plumber.

Days of speculation are at an end after Liqui-Fruit and its advertising agency, Liquorice stood up and claimed responsibility for the Cape Town iceberg spotted off Clifton Beach on Monday morning. Earlier today, the South African fruit juice company released an adaptation of the original video with digitally added pieces of fruit on the iceberg, and copy which read “The end of global cooling….the start of the Liqui-Fruit summer meltdown.”, and ending with a link promoting the Summer Meltdown on its Facebook page . The campaign is the brainchild of Brian Carter, Creative Director at Liquorice, and sources reveal that the agency had been working on the campaign for months. Once it had launched, they were expecting to keep it quiet for a bit longer, but after the hijacking by cider brand, Hunter’s, the brand took a decision to go public.

CAPE TOWN — A giant smiley face painted on a shack, a stripey t-shirt on a beach, a crook of an elbow in a rural dusty goat pen, and an offbeat finger puppet on a Cape Town city wall: street art or vandalism? The work of Falko Starr, which splits a giant mural over four different South African locations, could be classed as vandalism under a new Cape Town clamp-down that lumps graffiti with drugs, crime and gangs. The toughened attitude is backed by a new control unit and by-law that classifies all graffiti as a public nuisance with a hefty 15,000 rand (2,200 dollar, 1,600 euro) fine or three months in jail for first time offences.

Slutkin had used the initiative to reduce violent crime in some of Chicago's roughest neighbourhoods by changing the behaviour of offenders, the Sunday Times newspaper reported. Cape Town focuses on plan for ‘backyarders’

With thousands of families living in backyards across the Cape Metropole, the City of Cape Town has identified Hanover Park, Langa and Factreton as pilot areas in which to initiate a plan of action to meet their basic needs. According to a sample survey conducted by the City’s Housing Directorate, about 41 000 families live in the backyards of the City’s rental properties. Councillor Shehaam Sims, Mayoral Committee Member for Housing, says: “The survey found that the average backyard household consists of four members and that over 90% have a monthly household income of R3 000 and less. Backyarders also expressed their wish for access to own water, sanitation and electricity”.

The Average Teenager Sends 3,339 Texts Per Month [STATS]

The number of texts being sent is on the rise, especially among teenagers age 13 to 17. According to Nielsen, the average teenager now sends 3,339 texts per month. There’s more, though: teen females send an incredible 4,050 texts per month, while teen males send an average of 2,539 texts. Teens are sending 8% more texts than they were this time last year. Other age groups don’t even come close, either; the average 18- to 24-year-old sends “only” 1,630 texts per month.
