There is a fierce debate going on in the world of the Semantic Web and Linked Data, the question being is it of fundamental importance to realising the benefits of the technology or are they just dancing on the head of a pin. The core debate revolves around something with the stunningly opaque title of the httpRange-14 issue . The debate has been rumbling on for years but was reignited over the last few days by proposals being submitted to the W3C to clarify and hopefully simplify things. I use the word ignited as that what I was beginning to think my iPhone was about to do – it has been buzzing away like a bumblebee on speed over the last few days announcing the arrival of yet another passionately held opinion from a member of the respected Semantic Web/Linked Data community from Sir Tim Berners-Lee downwards. Fortunately for those of you that do not follow the W3C’s Technical Architecture ( TAG ) and Linked Open Data ( public-lod) mailing lists it may have gone unnoticed.We live in an age when success of innovation is mixed with unprecedented failures. On one hand we’re reinventing the web, fighting for a greener future and building genomix. On the other there are housing bubbles, credit crises and war. The technology patent crisis is important to our future.

Le web sémantique est le contenu du web auquel on a ajouté des données relatives au "sens" véhiculé, c'est à dire la sémantique formelle nécessaire permettant aux machines de consulter et interpréter les informations présentées sur le web. Le web sémantique s'appuie pour cela sur un travail d' indexation des ressources web (documents et services) de manière à optimaliser l'exploitation du web (organisation, structuration, recherche, identification, accès, utilisation, réutilisation des ressources, intégration, traitements automatisés). Le Web Sémantique permet à internet de devenir en quelque sorte une immense base de données , un gigantesque index hiérarchisé, où chaque donnée peut faire l'objet d'un enrichissement permanent. Le but du Web sémantique est donc d'ajouter une couche d'informations dont le sens devient exploitable et compréhensible par les machines.

W3C announces today a Workshop on Using Open Data: policy modeling, citizen empowerment, data journalism . For many years, W3C has been a keen promoter of Open Data, fostering a culture in which public administrations make their data available, ideally in machine-processable formats. Many governments have embraced the idea with enthusiasm, setting up national data portals. As part of the FP7-funded Crossover Project, W3C and the European Commission are running a Workshop to ask a simple question: what is all the 'new' government open data being used for? The Workshop takes place 19-20 June in Brussels, Belgium at the European Commission Headquarters.
La circulation des informations et des biens culturels a toujours (en tout cas depuis les premières bibliothèques) été régie par un ordre documentaire. Dans notre histoire contemporaine s'est imposé un " ordre documentaire antérieur dominé par l’édition qui vend des objets et protège le contenu par la propriété intellectuelle. " ( Source ) Avec le numérique, cet ordre ancien est bouleversé. Quelles sont actuellement, les différentes "variables" du nouvel ordre documentaire inauguré par le numérique ?
