Early Feminism in the Philippines | In Asia

The Philippines has been noted as having one of the smallest gender disparities in the world. The gender gap has been closed in both health and education; the country has had two female presidents (Corazon Aquino from 1986-1992 and Gloria Macapagal-Arroyo from 2001-2010); and had its first woman Supreme Court justice ( Cecilia Muñoz Palma in 1973) before the United States had one (Sandra Day O’Connor in 1981). These achievements reflect a long history of efforts by women to involve themselves equally in governance as well as in society. The Philippines in the Context of Southeast Asia's History | In Asia

One of the interesting things about team-teaching a course on “The Domestic Politics of Southeast Asia: The Philippines and Thailand” is that I myself have never taken a course on Southeast Asia. I was an American politics specialist as a graduate student, with a dissertation on “Interpretation and American Electoral Studies.” On the Philippines in particular, and on Southeast Asia more generally, I am an autodidact – I’ve learned it all by myself through 30 years of experience in the country and the region, and by reading. There are limits to this approach, though, in that I have been “present centric” – my studying tends to start with the current situation and/or problem on which I’m working (as a researcher into contemporary politics, or as a development professional concerned with better governance). Rarely do I work my way back to, say, a 14th century Javanese kingdom to which the kingdom of Buayan in Mindanao claimed connection.

Officials have uncovered a potential mother of all scams in the Philippine National Police involving “ghost pensioners” running away with more than P1 billion of the PNP’s funds over the past five years. Interior Secretary Jesse M. Robredo said the scam was worth between P200 and P250 million every year since 2006. Former ambassador charged with malversation of funds | Inquirer News

MANILA, Philippines—The Office of the Ombudsman ordered the filing of a criminal case against a former ambassador for misusing government funds worth over US$95,856. In a 24-page resolution approved by acting Ombudsman Orlando Casimiro, the Ombudsman said there is probable cause to charge former Ambassador to Nigeria Masaranga Umpa of four counts of malversation of public funds under Article 217 of the Revised Penal Code for misusing Assistance to National (ATN) Standby Funds in the total amount of US$95,856 for the repatriation of abducted Overseas Filipino Workers (OFWs) in 2007. Umpa was appointed as Philippine Extraordinary and Plenipotentiary to the Federal Republic of Nigeria by then President Joseph Estrada and was retained in a hold-over capacity by former President Gloria Macapagal-Arroyo.

13 more join women bus drivers plying Metro | Inquirer News

Thirteen of them are ready to hit the road after graduating from the special accreditation course designed by the Metropolitan Manila Development Authority (MMDA) and Technical Education and Skills Development Authority (Tesda). The training included bus driving skills, basic troubleshooting and knowledge of road laws, said Edward Gonzales, head of the Road Emergency Group. The distribution of the 20 Asian Development Bank (ADB)-funded electric tricycles or e-trikes in Mandaluyong City in Metro Manila, Philippines' capital, on Wednesday came a week after a lawmaker proposed banning the use of plastic bags in major establishments. In a statement, ADB's Principal Energy Specialist Sohail Hasnie said that every 20,000 e-trikes that are introduced to Manila's streets will save the 100,000 liters of foreign fuel imports each day or about 35 million U.S. dollars annually. ADB said e-trikes are more sustainable and energy-efficient. "This initiative not only benefits the environment, but it also supports the Philippines drive to become more energy independent," Hasnie added.

Hackers strike again in the Philippines, defacing TESDA website

As of press time (11:30 pm, January 10), the TESDA website front page has been replaced with a message that says “We console with the death of people’s scholar, freedom fighter Kimay”. The hacking of the TESDA website appears to be a taunt from hackers as the Philippines prepares for its first nationwide automated elections. The hacker left a portion of a purported invitation from Ventureslink to technical training consultants for Smartmatic , the company which won the bidding to provide the machines and software for the automated elections. The hacker redirects the frontpage to yet another page on the TESDA website in a few seconds.
