The Philippines has been noted as having one of the smallest gender disparities in the world. The gender gap has been closed in both health and education; the country has had two female presidents (Corazon Aquino from 1986-1992 and Gloria Macapagal-Arroyo from 2001-2010); and had its first woman Supreme Court justice ( Cecilia Muñoz Palma in 1973) before the United States had one (Sandra Day O’Connor in 1981). These achievements reflect a long history of efforts by women to involve themselves equally in governance as well as in society. One of the interesting things about team-teaching a course on “The Domestic Politics of Southeast Asia: The Philippines and Thailand” is that I myself have never taken a course on Southeast Asia. I was an American politics specialist as a graduate student, with a dissertation on “Interpretation and American Electoral Studies.” On the Philippines in particular, and on Southeast Asia more generally, I am an autodidact – I’ve learned it all by myself through 30 years of experience in the country and the region, and by reading. Officials have uncovered a potential mother of all scams in the Philippine National Police involving “ghost pensioners” running away with more than P1 billion of the PNP’s funds over the past five years. Interior Secretary Jesse M. Robredo said the scam was worth between P200 and P250 million every year since 2006. Robredo said that some 2,000 of these ghost retirees—mostly fake names inputted into the pensions database—had been stricken off the list of 58,000 pensioners. “These are not retired policemen. MANILA, Philippines—The Office of the Ombudsman ordered the filing of a criminal case against a former ambassador for misusing government funds worth over US$95,856. In a 24-page resolution approved by acting Ombudsman Orlando Casimiro, the Ombudsman said there is probable cause to charge former Ambassador to Nigeria Masaranga Umpa of four counts of malversation of public funds under Article 217 of the Revised Penal Code for misusing Assistance to National (ATN) Standby Funds in the total amount of US$95,856 for the repatriation of abducted Overseas Filipino Workers (OFWs) in 2007. Umpa was appointed as Philippine Extraordinary and Plenipotentiary to the Federal Republic of Nigeria by then President Joseph Estrada and was retained in a hold-over capacity by former President Gloria Macapagal-Arroyo.Meanwhile, Chinese and Vietnamese poachers are often sighted by villagers in Barangay Simpokan, Puerto Princesa, whose shores face the disputed Spratlys.
