The 2nd Mechanized Infantry Brigade said it received complaints that the MILF was recruiting members of the Higaonon and Maranao tribes to join them in a "training camp" in the city. According to Ghadzali Jaafar, MILF vice chairman for political affairs, the group was only conducting orientations to educate stakeholders about the Bangsamoro Basic law (BBL). “We are not training. Milf, which signed a peace agreement with the Philippine government last March, published an open letter on its official website in which it criticises Isis (also known as the Islamic State, or IS). "The Milf condemns barbarism and savagery whether done by other groups including the Isis or even by its own members" the letter says. Referring to allegations that some 100 members of two other Islamist groups in the Philippines, Abu Sayyaf Group (ASG) and Bangsamoro Islamic Freedom Movement (BIFM), have joined Isis, Milf said: BREAKTHROUGH: GPH, MILF vow to complete Bangsamoro law in a week. The peace panels of the government and the Moro Islamic Liberation Front have agreed on enough provisions of the proposed Bangsamoro Basic Law to have the confidence in setting an August 18 deadline for the submission of a final draft to President Benigno Aquino III.

In a joint statement issued on Sunday after a 10-day marathon meeting in Davao City, the two sides said they “reached an agreement on substantial portions of the document, and have developed a shared understanding of the remaining challenges and unsettled issues, which they will bring back to their principals for further guidance.” Both sides are confident the draft bill will be completed in a week's time. The deputy chief of Malaysia's Counter Terrorism Division said that Zulkifli, who is a Malaysian citizen, is alive. "We are aware of reports that said he was killed a few years ago. That is not true. We believe he is hiding in southern Philippines," Datuk Ayob Khan told the Malaysian Chronicle on July 3. Two years ago, the Philippine Air Force asserted that Zulkifli and 14 other jihadists, including Umbra Jumdail, a senior Abu Sayyaf commander, were killed in an airstrike that targeted a camp in the village of Duyan Kabaw in Parang in the southern province of Sulu on Feb. 2, 2012. Benigno ‘Ninoy’ Aquino, NAIA 1 Tarmac, Aug. 21, 2012 It has been almost three decades since Senator Benigno Aquino was assassinated on this spot — on this sacred ground — where we commemorate his sacrifice. A new generation of Filipinos has matured since 1983 and another generation is growing up. They have no memory of martial law, no experience of the terror and brutality by their own leaders, and no knowledge of what it is to be oppressed as a people. We are here today to remind them that freedom is a constant struggle that must be waged and won by each generation. Those of us who struggled in the United States and abroad, those of us who carried the grim battle here in our cities and our countrysides know that a revolution is war, that the events preceding the EDSA Revolution were not passive and bloodless.

To do nothing was to invite further bloodshed and violence. Mabuhay ang Pilipinas! ‘Wealth-sharing terms between central gov’t and Bangsamoro settled’ Chief government negotiator Miriam Coronel-Ferrer and MILF chief negotiator Mohagher Iqbal.

MANILA, Philippines - Malaysia has shown interest in expanding its influence in Mindanao and cashing in on the region by acting as a facilitator in peace talks between the Philippine government and the Moro Islamic Liberation Front (MILF), several US embassy cables published online by anti-secrecy group WikiLeaks have revealed.

US Ambassador to Malaysia Ambassador Christopher J. LaFleur made one such observation in secret cable 07KUALALUMPUR1234 dated August 2, 2007, wherein he discussed the results of his meeting with then peace talks facilitator Othman Abdul Razak. The cable, which was classified secret, said Othman complained about America's development projects in impoverished communities in Mindanao.

"Othman's expressed unease with our development assistance appears to reflect a degree of Malaysian wariness with increasing US activities and presence in a neighboring Muslim area of Southeast Asia," the cable said. MANILA, Philippines—With a week to go before the peace talks resume, negotiators for the Moro Islamic Liberation Front are interested to know one thing: Is the Aquino administration willing to compromise over the proposed substate? Peace advocates, on the other hand, are decrying the public quibbling over the proposed Bangsamoro substate as counter-productive at this crucial stage of the peace negotiations. Negotiators from the government and the MILF are returning to the table on Monday next week in Malaysia, with the government panel expected to present its counter-proposal to the creation of a substate. “Is he (President Aquino) willing to cast his political capital for this problem, for this process?’’

MILF senior panel member Michael Mastura said in an interview Thursday. Mastura believed that the government panel, headed by former UP College of Law dean Marvic Leonen, would be ready with its counter-proposal by Monday next week. “The issues are clear. Leonen optimistic re January 2011 explo talks with MILF; Iqbal says he hopes for the best. DAVAO CITY (MindaNews/28 December 2010) – Government peace panel chair Marvic Leonen remains “optimistic that talks with the MILF (Moro Islamic Liberation Front) will resume in January” and hopes the MILF “can share that optimism” even as it posted on its website on December 25 that it has “completely ruled out any peace talks” with the government “until the issue of facilitator is finally settled.”

Leonen in a statement released by the Office of the Presidential Adviser on the Peace Process (OPAPP) today (December 28), has remained optimistic despite the fact that his December 2 letter inviting MILF peace panel chair Mohagher Iqbal for exploratory talks on or before December 14, has yet to reach his counterpart, 26 days later. The letter was handcarried by Leonen to Kuala Lumpur on December 2 and received by Deputy Prime Minister for Foreign Affairs Richard Riot. Reacting to Leonen’s statement, Iqbal told MindaNews, “For the moment, I just hope for the best.” Good faith. MILF awaits Malaysia decision on facilitator for peace talks.

President Benigno Aquino III has called on Filipinos to rally behind the government as peace talks with separatist group Moro Islamic Liberation Front (MILF) are set to resume on Wednesday, to be followed later this month by separate peace talks with two other rebel groups. Two years after the government’s peace talks with the MILF broke down because of the controversial Memorandum of Agreement on Ancestral Domain (MOA-AD), the two parties are set to hold two-day exploratory talks on February 9-10 in Kuala Lumpur, Malaysia. The MOA-AD, which had been initialed and later declared unconstitutional, would have created a separate Moro government called a Bangsamoro Juridical Entity (BJE). The MILF last year gave up its efforts to create a BJE, and settled for the creation of a substate.
