Freedom House welcomes the decision of the Peruvian Congress to repeal a legislative decree that threatened to consolidate impunity for human rights violations and commends Peruvian human rights organizations and the local media for their efforts to prevent the implementation of this policy. Legislative Decree 1097 allowed for a statute of limitations in cases of alleged crimes committed by the military during Peru’s brutal internal conflict. Peru is an electoral democracy. Elections in 2006 were generally free and fair, according to international observers. Complaints focused on poor logistics and information distribution in rural areas, as well as the disenfranchisement of the roughly one million Peruvians who lacked identification documents.
